Honestly... earmarks are good. That is how congress is supposed to run. Otherwise you leave a blank check for the executive branch. Congress is supposed to dole out, not the executive. You have a budget (blank check) and if congress does not fill out the checks through earmarks... the money gets spent however the executive branch sees fit. I don't know about you, but I would rather have my representative spending the tax dollars in my state. How would 1 person better spend for all the states?
