This was a red bike light but I swapped it with blue LEDs. I've done this with green LEDs also. I hope you like it.
WARNING! Soldering is dangerous and should not be done by noobs without an experienced persons supervision. I'm not responsible for anything that happens. PLEASE READ ABOUT SOLDERING TECHNIQUES BEFORE ATTEMPTING THIS! Do not burn yourself or inhale toxic smoke. Do it in a well ventilated area.
For those of you who asked how I made it, I bought the bike light at:

You'll also need a soldering iron, soldering wick & solder (optional-look at advanced directions), tweezers & arm that holds it in place (optional), wire cutter and a screw driver.

Steps:
1. Open bike light cover
2. Unscrew screw that holds circuit board
3. Hold circuit board upside down so LEDs face downward. Take note which side the inside of the LED bulb faces. There is a specific direction!
4. Place soldering wick/ribbon over the solder which holds LED legs in place.
5. Place warmed up soldering iron over wick and watch the solder get sucked up.
*Try not to burn anything the circuit board!
6. Repeat for other leg. The LED should fall.
7. Repeat for every LED
8. Place new LED legs in holes in the direction you noted before!
*You might want to use some tweezers and those arm things to hold parts in place. This can get complicated with two arms but can be done.
9. Place solder behind leg and soldering iron in front of leg. The solder should melt and keep leg in place.
*Try to solder the LEDs so they are straight and flat on the board.
*Make sure there is enough solder but not too much that it bulges out and makes contact with lines in the board.
10. Repeat for other leg
11. Repeat 5x
12. Snip off protruding legs
13. Place circuit board back in place
14. Screw in circuit board
15. Place batteries in
16. Turn on! You should have a working bike light with different color LEDs!
Advanced Instructions
Repeat 1-3
Instead of 4&5, heat solder that holds legs in place per LED. When the solder melts remove the old LED. Heat solder until it melts and place new LED in. Solder solidifies fast so do it quickly! If you mess up, heat the solder up and try again. You might need more solder if you screw up too many times.
Repeat 6-16

i have a question, im thinking of buying a set of blue lights but not sure if they are legal to use on roads do u know if they are?

No one here gets it, every state has their own regulations as to what color designations belong to different agencies. I am a volunteer firefighter in NY, here we are allowed to run blue warning lights, EMT's use green, and police use red. Other states are different, or similar- according to their laws.

Quick question everybody: Where can you find green LED bicycle lights (the battery-powered kind) and are GREEN lights legal? I have a pair of green Lifegear glowsticks on each side of my bike and no cop who saw that cares.

i am a volunteer fire fighter and i got a mini phantom max plus for my bicycle. me and my friend spent hours on finding a battery that is light and is almost equivalent to a car battery. but i had to get a permeant for the light even though its a bike. i live in NJ btw.

some states allow for blue lights for volunteer firemen or emt's.

not legal...Only colors allowed are, dark reds (like regular car lights) and standard yellow, i saw a guy today, driving with BLUE LED blinkers, as soon as he put them on and turned the corner he got pulled over, at first when his blinker went off, i though he was a cop, or emergency response, i geuss thats why they dont allow it because often these lights are only used by government vehicles
