If there were NO textures being loaded, the temporary "purple-and-black-checkerboard" texture would be used. It would be VERY GARISH and OBVIOUS that there are no textures.
Since that's not the case with this video, the problem lies either with the cubemaps not being build, or a problem with the textures themselves. They are there, but not working perfectly.

@TheFallkan Idiots? A long way off.
I know that they are no textures loaded, because they are seperate from the map itself, if I remember correctly. What is happening is that they were originally textures set and they must have been in some form of texture file (I know GoldSrc uses .wad), and the map which this person is playing might be uncompiled without the texture pack, so the game is still looking for the missing textures, causing the checkered pattern to appear over the top.
