you assume it was a speeding ticket... perhaps this was a stolen car or a robbery suspect, or maybe it was his friend & he was gonna pay him back the $20 he borrowed last week. AND, first thing the cop said was "GET OUT of the road!" The cop is the one that has to walk up to that driver's side window, i.e. the one IN THE ROAD...
