I'm actually not sure, if you've done enough research to confirm that milk powder is applicable and creates the same thickening effect, go for it and let me know how it is :)

If you're comfortable with the moisturizer you're currently using just stick with it but after your face wash, be sure to dab a towel over your face to dry and not wipe your face. After dabbing, use the moisturizer, that way it locks more moisture onto your face. :)

It really depends on your skin type but I use Shiseido, Vichy, Arbonne and Biotherm products myself. These brands are better quality and I feel like there's less chance of a reaction. Aveeno is good too, especially for people with eczema however, I don't recommend it for face. I feel like their products are better on body and hands than face. (personal preference)

Wouldn't matter where you apply it (just not eyes or private areas) but I only use it on my face and neck.
