@3mustardMoNkEyS if you have a fine enough tip, yes. it also depends on if you want to save the board, the chip or both. If you just want the chip, heat the bottom side of the board. If you want the board, heat the top of the chip like he does here. if you want both, heat the top, and be VERY careful.
an alternative to this, is put the board in an old flat bottom frying pan on the stove and heat it up until you can remove the part(s). as far as distance, the flame shouldn't touch the board.

@cheapskatevideo How far away should the tip of the flame be from the chip? Would a standard plumber's propane torch work?

I have done this, if you are EXTREMELY careful you can actually re use the chip.
