@is11it11something You need to download the zip form the source and paste the NPC in there or download them here (1.1-r3)

Here is the location to place!

plugins>citizens>types> place there all the .jars

@is11it11something you need to download the pack again and then copy ALL the files in to your plugin folder. i had the same problem guz i just took the citizens.jar and put it in plugins but you ned the folder 2 because thats where the classes are.
