@GhostGuy764 yea ,, do you have wine installed ? If you have wine , then u can install peerguardian (windows 98 version) ,, it works .
And after that u go to iblocklist website and copy the url of blocklists and add it in peerguardian list manager .

About block lists. What happens if I block my ISP ex. Comcast or Road Runner from tracking me. I've only read these circular "don't bother asking questions" with the only answer being "it's not recommended". It's like on list sites I went to they had a FIRST RULE OF FIGHT CLUB attitude about the question.
I mean, If I block my ISP trackers, wouldn't that hide my use of P2P clients to them? Wouldn't that stop throttling? Or would there be MUCH MORE NEGATIVE consequences of doing this IDK yet?

@EdwarioERS You can't just block your ISP. You can tunnel your traffic through a VPN which would hide the content your DLing but they could still throttle you.
