A presidential adviser is someone who gives an opinion to the President.

A Czar [or "Tsar" if you like] is a ruler who claims the same rank as a emperor, king or dictator or any person exercising great authority or power in a particular field.

A presidential adviser does not have any power or authority on the same level as a President.

Regan appointed 3 in 8 years, Bush 14 in 8 years, Obama 34 in 7 months. Now the czars get their own staff so who is paying for their double digit salaries and staff salaries? We the taxpayers. Obama has a whitehouse staff of 487 5.1 million dollars more in 2009 then Bushes staff in 2008. We need real jobs created not Government jobs who are payed for with taxpayers money. Not to mention these czars are placed where there are already people in charge.
