as stated below, it's not a reference to just any foreigner, like Hungary or Croatia. it's totally directed toward Mexicans. I've never heard an Italian or a Croatian called a wetback. it came from the idea that Mexicans had to swim through the Rio Grande to get into the US. also, these shows were written by writers here in Hollywood.Of course they were referring to Mexicans.
