Spider-Man never fought cops? Read Ultimate Spider-Man, he runs from them after being defeated by Doctor Octopus for the first time. He also gets chased by them the first time he fights the Green Goblin. Then in the Amazing Spider-Man comics, there are plenty of times where he runs from the cops, such as in the famous "Tablet of Time" arc.
Spider-Man does fight cops plenty of times.
