Audacity doesn't have Flange by default, but the additional downloadable vst plugin set has Flangers (Giant Flanger is the one to use). Giant Flanger has the feedback, wetness, and echo functions that you need to complete the effect. Then you can just copy and paste in blank tracks and change the pitch there.

I got to thank you for this. It was exactly what I was looking for. I did it in adobe premiere and messing around with the reverb, but that was more of an echo than this effect. Thanks again!

You won't have the flange effect, or wahwah, but you can mess with it after and get that.

Here is the easiest way to do this, if you don't believe me try it ^_^ All you have to do, is open audacity, or whatever program you have. Record what you want to say. Duplicate the voice track twice, so there are three. Change the pitch of one to -10 (speaking of audacity with these pitch changes,) change the other to +10 and leave one normal. EASY hollow effect.
