@38Leigh1 Yeah, Munch had character in Homicide...and was much more of a leftist conspiracy theory nut. L&O: SVU screwed his character up completely...they made him a boring conservative foil for snide remarks about "oh...so you're saying a woman is asking for it..." and other mindless philosophical nonsense that you'd never actually hear among working people. But of course SVU wants us to love all their characters so they turned him back into a politically correct warrior...

It is definitely Munch, in the opening credits his name, Richard Belzer, is the same as in SVU.

Kyle Secor changed his looks at least twice a season after season 3. I don't think the actor was ever satisfied, lol. Whatever he looked like though, he certainly was cute.

Liar. He tells the cop he was never ARRESTED; later he claims he told the same cop that he said was never CONVICTED.
The young, good-looking detective with the big glasses that is prevalent throughout the episode is Detective Bayliss, played by Kyle Secor. Detective Munch is also on the show, but you can definitely tell it's him when you see him!

D'Onofrio made you hate and pity his character at the same time. HLOTS was a great show.
