I remember way back when here in LA. We used to have large crowds too but then The Fast and the Furious came out and the media got involved which made the cops more aware and led to stricter laws and more crackdowns. Last time I went to a street race was last year but from 2002-2010 I rarely ever saw a large crowd like the ones I remember from 2000 and before.
