@gothichick1206 Thank you! :) I got the skirt at a local vintage/bellydance/costume shop; it's basically a really nicely-made drawstring-waist skirt. You could probably find skirts like it in your own local vintage/second-hand stores, or even in regular clothing stores or boutiques, since frilly skirts have been in style lately. Good luck!
