Definitely Sephiroth. Both Squall and Sephiroth fight close range. Sephiroth has a big range advantage over Squall, though. I've never been good at getting around that.
Terra's also a tough match for Squall because she's long range. Getting close to her can be a real challenge. Really good Terra players know to keep away from the opponent as much as possible.

So you consider Garland a tough opponent for Squall because of his greater reach, damage, and the fact that brave attacks can't knock him back when he's attacking in EX-mode?
