To explain it simply. The president doesn't like weird shapes or colorful shapes so he made a special force to kill all of them.
And they killed the circles on accident. XD
Read the book: Flatland.

The Chief Circle tried to talk Chromatistes (the weird one) down:
"domestic bliss would share the fate of the Constitution and pass to speedy perdition. 'Sooner this,' he cried, 'Come death.'
"At these words, which were the preconcerted signal for action, the Isosceles Convicts fell on and transfixed the wretched Chromatistes" p.33
