in his nape (tokio hotel logo)
in his right hip (a star)
in his left arm (Freiheit 89 - freedom 89)

Plus some info ..
Bill got his eyebrow pierced when he was 12 / 13 and the tounge when he was 14, the tattoo on his nape when he was 15, the star when he was 16. The tattoo "Freiheit 89" means "Freedom 89" he got it because of his 18th birthday but he got it before because he said he wasn't able any other day, and the last one he did it now that he's 19 =)
In my point of view I think that he is really cool, in the other hand, I really don't like his last tattoo, but I hope he is happy with it.
I don't know about rules in Germany but I just know that he got almost all of his tattoos and piercings when he was underage ^^.
Also I will get my lip pierced and I'm 15 =]
