This video discusses how being too cautious may cause you to fail your driving test. Caution is a good thing, but it also important to execute driving maneuvers when other drivers expect you too. If you take an unreasonable amount of time waiting for a safe time to execute a maneuver it will confuse other drivers and may end up in a situation that is more dangerous than the one you are trying to avoid.
