@thebuckrogers22 They have a certain budget, and this is (as described by Geoff Johns) Booster 1.0, so he's not in full cool costume yet, that was the gag. He's at this point an egotistocal maniac who wants to be a superhero for fame and fortune (hence the sponsors on his costume)

what i dont get, is if clarks computer dad wont let him wear the superman outfit, then why didnt clark just make a outfit similar to it instead of a jacket., so booster outfit looks cheap. looks like foam
