3 cheers for Cary Malchow! This is very typical of the third world way most Indiana cities handle their government and constituents. I'm from Indiana and this video shames & enrages me!

Technically, he had been given the floor three minutes prior to his being asked to stop, but at least 30 seconds of that were used up by council members' interruptions.
