Cook says that board policy follows the guidelines of state and federal law, and that that there is nothing in the policy about a quorum. Three board members not present. Cook says that that does not say that you cannot have a meeting. Discussion of distinctions between board policy, charter, and Robert's Rules. Cook says that 'we are following the Charter to the letter. Previous policy said that only Chair and Supt can make up the agenda. Prior board changed it to allow board members to have input (to agenda), (only) if every board member is in agreement. Charter was created through legislation a long time ago, it can only be changed by the same process. After we're finished with this, we're gonna go through our meeting. We're getting ready to go ahead and start our meeting.' Supt Jenkins says that meeting schedule is in policy, and was published in legal organ in July. Continues on Part 6
