Eau Claire Speaks in Madison Rally

NOTE: While Dr. Heilmann certainly doesn't speak on behalf of every individual in the community, in his talk he speaks of the resolution supported by the City of Eau Claire, Eau Claire County, and the School Board -- the governmental entities that DO represent our community through elected officials. So that's what that line of text means on the video. Unfortunately a clearer definition of "speaks on behalf of the Eau Claire community" doesn't fit so neatly in a few lines of text to intro the video. :)
