Also, in French feet he was 5' 1", whilst French feet were longer than English feet, so the English kept the records as 5' 1" instead of the correct 5' 9" in English feet.

Oh the point is that Verne Troyer is an actor who is a midget. While he's not the smallest human, I'm pretty sure he's the smallest actor at 0.81m tall (giving you meters, since you are French) The show was a comedy and so they went all out with the "Napoleon was short" joke.
