@maxgrubb I do know one, its named glory of the roman empire. You can combat if you want, but its not needed so.

@maxgrubb Tropico 3 has combat. This game actually has very little and not till late into the game, But if your looking for a roman city builder look into the Caesar games, I have Caesar IV (I don't know if thats the last one) And it is enjoyable. There is combat but there is also ways to avoid it with bribes etc. And the games more focused on the city building side.

Looks interesting, reminds me of Stronghold and Black & White. I hope we have a choice like in those two games to make a city without worrying about being attacked. Assuming the attacking would come in about three minutes of starting the game before you could even build a wall like some I've seen.
