where did you downloaded that mod?

All you need is download quake3 point release(latest is 1.32, this is 1.30) and connect to a server with the mod you prefer. If the server allows dl you can simply download mod from it.
Also notice that things like brightness, invisible rail and other things in video are a part of quake config.
