The audio came first, as always. All underwater sounds - submarine sonar bleeps, whalesong and a fluttering sound like a translucent squid caught in the diver's flashlight. So I went to archive.org and searched the Prelinger archive for "strange fish" - one of the results was "Hair Dress Through The Ages" - I thought "wtf?" Then I thought, "yup, nothing weirder than people" and massaged it in quicktime to give the footage a sort of underwatery deep sea fish look.

Et voilà!
