Regardless of which beat came first, they sound suspiciously alike. The Neptunes have been known to recycle beats. Just listen to "I'm Loving It" by Justin Timberlake and "I Don't Know What" by Krayzie Bone feat. Kelis

A lot of Ne-Yo, Timbaland, and others have recycled their beats, and this goes on years back in Jazz, Motown, Funk, R&B, and Pop.. is there a valid point you are trying to make? I personally don't what you all are hearing. maybe the cadences from the lead synths are the same, but "Mars" and "Jamaica Way", but these are very different tracks.
