it was looped because they changed the plot after the movie was made, and loked the director from the editing bay they took out most of the Charachter development and Re-edited in seperately shot footage and looped some scenes.
They wanted an action movie the director wanted to make a thriller like Zodiac or S7ven

I cant get enough of this comedy! Seagal is so brittle in his old age...the action in this film should be animated. Check out the bar scene. They overkill flashing a closeup of his mug to remind the audience that he is actually supposed to be the body double. This is classic!

they have it loop so they can make the movie longer, otherwise it would be 35 minutes long
i counted 11 times to show a guy falling 30 feet. remember when the jamacian in marked for death jumped out the window? it was out the window then camera angle watching the top of the car implode when the body hits. this clip here is horrible. what a tacky way to "make it look cool."
