Chances are like most public schools, spending per student greatly exceeds that of the higher-performing public schools. The reason for not having 'decent' schools is because teh children were raised by idiots and are now stupid shits who are incapable of sitting still for 5 minutes to learn anything and who scare off any remotely good (i.e. white) teachers.
