Yes, a good idea. A plan I had about a year ago was to make the energy/oil companies put aside 5% for the gov. for green energyies. I guess it wouldnt lower gas prices any but if the oil companies chipped in another 5% they could have half owenership and collect profits and then reduce gas prices.
EVERY domestic oil producer has an alternative energy plan, including solar, wind, LNG, & biofuels... but as long as the foreign oil is available at a profit, AND under the humongous start-up costs for alternatives, they're going to do squat except for the sake of PR.
What's needed is a public-private partnership apart from oil companies, and funded with tax dollars and tax-advantaged private dollars... like IRAs, 401Ks and the gov't TSP program. Explain it to Obama. He listens well.
