Dude, the guy barely speaks English.. and he does say that most of the constitution can be ammended except few articles.. I agree that he forgot to explicitly say that the only way a new constitution can be written is by forming a Constituent Assembly, which is exactly what Zelaya was trying to do.. but he implies this.
