He's got a lazy exercise rider that doesn't gallop out after a breeze but instead pulls up quickly to turn around for the barn. At this distance, that about exactly where a lazy rider would pull up. This is EXACTLY why it's prudent to make a habit of breezing on through the stretch--change your starting point if you must. This horse was just a creature of habit, done his "run" and heading back to the stable like he probably does nearly every other single day of his life.

coz the field is very heavy inside, and the field outside is way better, that's why he can beat the other horse even with the delay

He'd been out on his own for a while, and was wearing blinkers so he hadn't seen another horse for a bit. I suspect that the stables were on the home turn, and he was pulling himself up because he wanted to go to them, but when he finally caught sight of the rest of the field he consented to run on.

No they wouldn't, that was odd enough for a horse to do that. Usually that would signal a horse might be hurt so they'd probably would have pulled up or just continue going along at the horses own pace. They would never resort to the whip in this situation and how the horse behaved and that's from personal experience.
