Yes it can. Generally the rule is that a unit can support a move to a province if it could attack that province itself. Army Rum could move to Bulgaria, so it can support the fleet's move there.
You should also remember that Bulgaria is one of only two provinces with two coasts (the other being Spain).

I'm playing the online version right now, and had a quick question if anyone can answer REALLY soon. (Like within a day).
Can an army from Rumania support a fleet moving to Bulgaria from Greece? I wasn't sure if the support worked for Fleets across the coast or not.

We play this at college, with a bunch of International Relations people. You can imagine the types of games we have. Also, we played with a Moldovan (in the US) and he took any moves against a small country personally! This is a learning experience, Risk, A&A: Games.

No, not unless you dislodge the fleet. Simply attempting and failing to move into the sea space does nothing.

Are you out of your mind? The supporting unit needs to be adjacent to the province being moved INTO, not where the unit STARTS. Mar could not support Par-Pic, but it can (and has been able to since the game was invested) support Par-Bur.

Risk is luck. Diplomacy, which was invented back in the 1950's and has a world-renowned following, is 100% skill...skill from the tactical standpoint (which is easy to master), and skill from the diplomatic and negotiation standpoint. It's easier to roll a few 6's than it is to convince your opponent that if he does what you want him to do, he's helping himself more than he is helping you.
