Can't track electrons when they are set free! NO money is used, the currency exchange is nothing but a debit or credit to an account. That is why 2.3 trillion has been lost.

Cost-plus contract was a windfall for people like Halliburton - they were burning trucks who needed a new oil filter because the more they spent the more they got paid.
