Because the movie was very famous in Latin America. Mario Moreno "Cantinflas" is iconic..like say, Groucho Marx or Chaplin, probably even more. I recommend you reading his Wikipedia entry.

Well, it is the International Language. Everyone should know at least a little bit of English. Besides the hole Video and Description is in English. Why would all the comments be in Spanish and no at least in Different Languages?
