City leaders overwhelmingly supported a new law on May 10 that would allow Rockford police officers to slap hefty fines and impound vehicles participating in nuisance driving.
The behavior city officials are trying to put an end to is known as The Movement. Its described as a late-night party on wheels, a caravan of all types of vehicles driven recklessly, sometimes in snakelike weaving patterns across city streets as the group travels from location to location.
