Note: If you are playing the Original Super Nintendo or PlayStation version, you learn Quasar from Goddess and she is the only one that you learn the Blue Magic from. So you are out of luck, if you missed the chance. However, playing the Advance version you can learn it from Gilgamesh later.

Drops: Excalibur
Party: Locke, Strago, Celes, Shadow

I swapped parties a couple of times for Strago to learn Quasar. Gilgamesh takes to long to learn it when I played it for some reason. =)
