Why is it 60-en no kitte instead of 60-en kitte. Do you place (no) between a noun and an adjective or not?

Yes, you can place 'no' after a noun in order to make it act as an adjective.
In this case, 'no' is placed after '60 en' in order to make it act as an adjective for 'kitte'.
It is a 60-yen stamp, the 60-yen being a noun when used alone but an adjective when 'no' is placed after it.
