UPDATE ON SOLUTION: Use Resident Shield Exceptions instead, see the annotation at 2:35 to see where this is if you can't find it.
'Windows cannot access the specified device,path,or file. You may not have the appropriate permissions to access the item.'
AVG Free Solution: So you get that message when you try to open a file even if you do have the administrator rights on your user account. This is commonly caused by AVG Free Anitvirus recognising the file as anti-Windows. You may have tried exiting the AVG user interface in the task bar and found that the program still cannot be open. I show you how i managed to fix this problem with my example of WPE Pro being used.

Theres a better way to fix this problem becouse this solution only works on certain file. On Your Virus Protections Program Go To TOOLS>RESIDENT SHEILD>EXCLUDED FILES. Then just add the file or program u want to run
