Well, technically if there is a xyz summon, the monsters used for the material are technically removed from the field then they should get the effect anyway right.

Think like me:
1: When Tengu leaves the field, summon another Tengu from the Deck
2: To Exceed Summon, you have to overlay 2 or more monster ON THE FIELD
3: When a monster is used for Exceed Summon, its not considered on the field
4: Before the Exceed Summon: Tengu on the field, after the Exceed Summon: its not on the field, SO its leave the field, than you summon another, right?
