Its pretty simple really, if your tank doesnt have a high pressure relief valve, its dangerous cause the pressure within the tank will raise due to the increase in temperature. And that will turn the tank into a bomb once it breaks. If you do have the relief valve, then it will vent the gas slowly as it did on the 2nd car.
LPG or NCG is really the same, if you do have the relief valve its safe, if you dont is a bomb.

This is not about "bad conversions". This is about bad/improperly installed LPG tanks. A good LPG tank will prevent an explosion. Keeping the tank in good condition is also a must. An old outdated or bad tank (or one without the safety valve) can and will end in disaster. Same as having a gasoline (petrol) tank that isn't designed for use with gas/petrol.

Odds of being blown up by gasoline tank fire much higher than propane explosion. Scare tactics. Wanna see what I can do to a gasoline fueled car with bad gas tank installation? lol No sh*t if you install ANY gas tank incorrectly & then light it on fire, or smash a school bus into the tank at 50mph is gonna blow the hell up. This is not news.

this is why we use Natural Gas or Metane Gas(discontinued)...
