The toy dogs name is actually , always seen with his mate Rusty. Usually seen in Claymation stop frame animated TV commercials for Australian Hardware brand : Home Hardware. Anifex in Adelaide produced most of them. CHE is still the ad agency I think. Sandy is similar to Nick Park's Grommit.
