No. 41.98% voted for Norm Coleman. Look at the results at the Secretary of State website.
The state isn't trying to "screw" him either. This was the most transparent and open process in the history of US Elections. If anyone was trying to tamper with the election, that'd be, um, illegal.

The results were certified, but they were wrong. Franken was all for cherry picking illegal votes until his numbers came ahead.
