The Merchant is the Genie. Think about it: they both have 4 digits on their hands, same curly beard, they have the lamp, both are voiced by Robin Williams, and do very cartoony antics that (most) of the rest of the cast avoids, also note the Merchant's clothing looks like the Genie's skin and belt.
