Through a secured agreement with the Illinois Department of Human Services (DHS), The Chicago Lighthouse Business Enterprise Program for the Blind assists blind vendors in finding jobs.

Through this contract, the Lighthouse uncovers new business locations for blind vendors statewide, building on the existing Randolph-Sheppard Act, which was originally passed by Congress in 1936. The Act gives the right to people who are blind an opportunity to operate businesses in federal buildings as well as promotes businesses operated by blind vendors in city, state, county and private business buildings.

Increased building security since the 9/11 terrorist attacks as well as staff cuts at federal buildings have meant business is down drastically, forcing many blind vendors to call it quits. Some 1,000 vendors nationally -- almost a third of participants -- have left the federal program in the past 15 years.

The Lighthouse' arrangement with DHS represents the first signed contract with a private agency. Illinois will be a role model for other states in reinvigorating the Randolph-Sheppard Act and developing new sites to accommodate blind vendors.

Federal funds are made available to establish businesses through the Act, including the design, building and stocking of new vending business sites for blind vendors. Contracts for such sites are negotiated with companies in the same manner as contracts negotiated by private vending companies.

Companies or employers across the state enlist the services of our members through the utilization of vending machines, a gift shop, food kiosk or cafeteria.
