Oh my gawd, NOW I get the reference from episode 301 Cave Dwellers, where Joel's reading the ingredients from the cold remedy he put in Tom's head... "...red 40, blue 40, and SPACOM."

Joel ALWAYS sounded that way -- it's part of his charm. Call him "sleepy-voiced" if you must, but his delivery was the polar opposite of a typical high-energy prop comic ( I'm looking at you, Carrot Top ) and made him so much more entertaining.
