The trouble is that the West taking responsibility for Africans has led to Africans, because of their corrupt politicians, failing to take responsibility for themselves, so that ultimately, though well intended, we are doing more harm than good.
Also to be considered - because generally overlooked - is organised religion's need to claim moral authority for itself in pursuit of its own power-political and economic advantage.
