There is however a more plausible explanation. While this office does not have the statistical data that criminologist possess, it is safe and appropriate to state that most child abductions are perpetrated not by strangers, but by family members for purposes of illegally changing custody. Crystal Sheffield does not have custody of the parties' two children, including her daughter Haleigh, which is a social stigma in the eyes of some.
There is often a history of conflict between the parents, with a variety of disputes involving their children. This has certainly been true with Ronald Cummings and Crystal Sheffield.
There was in fact a pending contempt hearing for back child support against Crystal Sheffield when Haleigh went missing, which is a possible motive, since she was facing jail incarceration.
This office has provided to the Putnam County Sheriff's Office and the Florida Department of Children and Families confidential memos dated April 1, April 6th, and April 17, 2009, that addressed these issues in great detail and correlated this to the crime scene which showed no signs of forced entry and the fact that Haleigh would have unlocked the door for a family member. The crime scene also featured a door propped open as if staged. A stranger perpetrator would likely have left the door shut to gain time for escape. This supports the notion that someone was trying to divert attention from himself or herself.
We are not making any accusations against anyone. We are asking that Crystal Sheffield's family be investigated in the same thorough, rigorous manner that Ronald Cummings and Misty Croslin Cummings have been investigated. In addition to Crystal's mother and family in Baker County, Crystal's father Johnny Marcus "Marty" Sheffield resides in Putnam County, a few miles from where Haleigh went missing.
We hope that law enforcement follows family leads wherever it might direct them, including out of state. The FBI and out of state law enforcement agencies could possibly be of great assistance.
The perpetrator of this offense no doubt never contemplated on February 10, 2009 that this case would receive such media attention.
Continuing attention may yet lead to this case being solved.
The Department of Children and Families became aware of the allegations of drug use by Crystal. DCF requested a random toxicology test of Crystal Sheffield, during the course of their investigation, as they found it relevant to investigate Crystals fitness as a parent. At that time, in June 2009, I learned from DCF that Crystals infant daughter, Chloe, not even one (1) year of age, had been born with illegal narcotics in her system due to Crystals drug use during her pregnancy. The DCF caseworker had not informed me of this DCF case against my client, and I had no prior knowledge of the case until that time. DCF dismissed the investigation against Ronald Cummings, without explanation.
I felt as if I was only being told relevant information by the family, after a fiasco had occurred. I could not represent a client who was not being honest with me, and was taking illegal drugs. To make matters worse, In April 2009, Crystal admitted to me that she had taken unprescribed pain medication. Further, her mother, Marie Griffis, reported to me that Crystal had stolen her step-fathers pain medication after he had surgery in April 2009. I was extremely concerned over my clients drug use. Crystal assured me that it was not an addiction, and that it had only taken a few pills due to back pain from an old car accident. In April, 2009, Crystal suffered another seizure, and was taken to the hospital by ambulance. All of these incidents played out loudly in the media. Despite my requests to family and friends to withhold all comments to the media about Crystals seizures, they defied my recommendations. As such, I then was forced to issue numerous press statements regarding Crystals status.
A vindication? I do not think so. A most telling statement comes from William Cobra Staubs:
Kim Picazio and I had conflicts during the case because she adamantly defended her client. During the course of the case, I personally witnessed Crystal Sheffield take illegal narcotics on several occasions. I attempted to tell Kim that her client was doing drugs. Kim Picazio did not want me releasing this information to the public. I confronted Crystals family about her drug use, and they believed she should be put in rehab. I was present at a meeting between Crystal Sheffield and her Father,

Ugh this reporter is YUCK! This is the last video I am watching with this animated puppet reporter. He fired his lawyer? The bio mom fired her lawyer? Now he is going to have the bio mother family investigated? I just don't get it. They are talking about MOTHER right? Not Misty? She is STEP MOTHER.

She let her lawyer go. The only reason he had a lawyer was because this Kim Picazio was on T.V saying all this crap and that they wanted custody. So, when she let her lawyer go. He let his go as well. DFS ruled no evidence of abuse, so he does not need a lawyer. He has new lawyers for his divorce and his fight with Misty's brother. If you go to the website find haleigh now- his old lawyer expalins the thinking about Crystal and abductions to change custody. They want it looked into.

I mean Kim Picazio said early on that the PCSO did not even have Crystal's address. I do not blame the dad for wanting eveyone looked into. But I also think it is wishful thinking.
