if a sister's wali does not want her to marry at all and does not accept any brother, can she find someone else to be her walkil for the marriage?

The answer that was given in the class (insha-Allah the videos will be posted soon) is that : when the Wali refuses to marry a sister for no valid reason, she has the right to move on with different Wali (for example: a community leader, well known Imam, a scholar and so on... which plays the role of a Muslim ruler in a Muslim minority for these kind of issues).

The leader/Imam will try to convince the father and if it doesn't work he'll become the Wali for the sisters
